Energy Storage – Key Legal Changes for Entrepreneurs After the Amendment to the Energy Law

On April 30, 2026, a comprehensive amendment to the Energy Law, referred to as the so-called “network law,” came into force, introducing a number of changes significant for investors, entrepreneurs, and operators of electricity systems. What is cable pooling?

Cable pooling involves sharing a single electricity connection by several generating installations. This solution has been functioning in the Polish legal system since 2023 and initially allowed the use of a single connection only by renewable energy installations, primarily photovoltaic farms and wind power plants.

The idea behind this solution is relatively simple. Different technologies produce energy at different times of the day and year. A photovoltaic power plant achieves its highest production during the day, while a wind power plant often operates most efficiently at night or in winter. This allows for much more efficient use of the same connection infrastructure without the need to build additional connections.

Why is energy storage gaining importance?

The increasing number of renewable energy installations is causing greater strain on the national electricity grid. Energy production from photovoltaic farms or wind power plants is dependent on weather conditions, which translates into variability in energy supply.

Energy storage allows for the accumulation of excess produced energy and its use during periods of increased demand or limited production. From the entrepreneurs’ perspective, this means the possibility of increasing self-consumption of energy, reducing the costs of purchasing energy from the grid, and greater stability in business operations.

At the same time, energy storage is becoming an important element of new renewable energy projects – both as standalone investments and installations cooperating with photovoltaic farms or wind power plants.
